24 teams were divided into three pools of 8 teams each. One team in pool B did not show up, so its opponents received wins by forfeit. Seven preliminary rounds were scheduled, but preliminary rounds ended after round 5 because of time constraints.

For playoffs, the 8 teams in Pool A were seeded and played two matches each in a swiss pair style format. The two teams that came out 2-0 advanced to the championship semifinals. For Pools B and C, since Mauldin A, Mauldin B, and Marlboro County had to leave, the other 12 teams were seeded and played two rounds in a swiss pair style format. Out of the three teams that would emerge 2-0 in those two rounds, the highest seeded one would automatically advance to the championship semifinals while the other two would play off for the other semifinal spot. All games in playoffs were shortened to 16 tossups and bonuses because of time constraints.
